Caroline Lwin studied architecture at the Bartlett (1970-75) and urban design at University of Westminster (1996-97). Caroline’s early years as an architect were spent with Spence & Webster, Foster Associates and Sir Terry Farrell & Partners. During the mid 1980s Caroline led a number of community architecture projects in London Docklands and Tower Hamlets as Director of Community Land Use. After gaining an MA in Urban Design Caroline joined HTA Architects in London to work on Greenwich Millennium Village and later Sir Terry Farrell & Partners as Senior Urban Designer on major urban masterplanning projects in Hull, Liverpool, Elephant & Castle.

Caroline moved to the public sector in 2000 as Head of Regeneration and Tourism for Hastings Borough Council and was seconded in 2002 as Masterplanning Manager for Sea Space, SEEDA’s special delivery vehicle for Hastings and Bexhill. Caroline was nominated by CABE as Design Champion 2003 for her work in Hastings. In April 2004 Caroline joined Kent County Council, leading the regeneration strategy in Kent; helping to influence design quality in growth areas in the Thames Gateway and Ashford; and leading the production of Kent Design Guide, which is specifically aimed at raising the quality of major housing schemes in Kent. Caroline retired from Kent County Council in October 2008 and currently focuses her energies on community empowerment to challenge poor design and planning.
